Republic of Buryatia Imposes “State of Emergency” to Deal with ‘Swine Flu Epidemic’

The Head of the Republic of Buryatia, Vyacheslav Nagovitsyn, has signed a decree declaring a “State of Emergency” due to an epidemic of SARS and influenza, including the spread of the virus A/H1N1.

“According to the decree, the Republican committee is to prepare for an influenza pandemic and should organize the unconditional implementation of a plan to prevent the spread of the highly infectious A/H1N1 virus”, – quotes RIA Novosti.

The country has banned mass meetings and all business trips to affected regions. Wearing a face mask has been made compulsory in all institutions, enterprises, organizations, shops and restaurants. As a result of the outbreak of SARS and influenza residents of the republic’s capital did not celebrate the “Day of National Unity” on Wednesday. In Ulan-Ude, a rally-concert to celebrate the National holiday was canceled.

According to the Office of Rospotrebnadzor Republic, on 3 November the epidemiological threshold for influenza and SARS in the capital and surrounding region exceeded 3.1 times the limit. 72 people are ill from influenza A/H1N1, 67 of them in Ulan-Ude.

The Military Commissariat of Buryatia has ordered the command of the Siberian military district to suspend the arrival of recruits from affected regions.

Nagovitsyn instructed all doctors, interns and graduate students of the medical faculty of BSU to assist with treating the population during the epidemic. Clinics are to be kept open for an additional two hours, and the city of Ulan-Ude is to provide transport for medical visits to patients.

With the State of Emergency it is now prohibited to visit the sick in hospital. The Ministry of Health has to ensure the readiness of hospitals to deal with this influenza pandemic, and in particular, the supply of medicines and masks. The President of Buryatia also ordered close monitoring of the price of antiviral drugs and personal protective equipment in the pharmacy network.
