Who Are the Real Pirates in Somalia?

A new international anti-piracy plan proposed by UN Secretary General Ban Ki-moon was discussed on August 25. Russia is suggesting the establishment of an intentional court to try pirates, and the UN Secretary General offers several anti-piracy options:

The establishment of a Somali or UN-assisted court in a third state in the region;
-
The establishment by a regional state or states – possibly with the UN involvement – of a special court inside its existing judicial system to conduct piracy trials;
-
The creation of a regional tribunal on the basis of a multilateral agreement and with the UN taking a role in it;
-
The establishment of an international tribunal via a UN Security Council resolution on the basis of Chapter VII of the UN Charter.
The UN plan, however, is essentially limited to prosecuting pirates and contains no mentioning of the struggle against piracy as a phenomenon, thus failing to address the reasons behind the problem.
According to the UN Secretary General, the number of piracy-related incidents grew over the past two years – from 111 in 2008 to 217 in 2009, plus 30 attacks were reported in the first quarter of 2010. From a broader perspective, the question is: are all of the above incidents indeed attributable to pirates?
Russian marines took in custody several pirates last year during the operation against a gang which hijacked a Russian ship off Somalia’s coast, but the detainees never faced justice. Details of the story remained obscure. It was reported initially that the Russian prosecution opened a case in accord with Article 277 of the Russian criminal code titled Piracy, but the members of the gang were released – and tentatively perished in the sea – shortly thereafter… The explanation is that the Russian criminal code applies exclusively to Russia’s territory and Russian courts lack the jurisdiction to conduct trials of pirates over attacks against ships outside of Russia’s territorial waters. In the latter case, the applicable definition of piracy is given by Article 101 of the 1982 UN Convention on the Law of the Sea. This should be no reason to let perpetrators of the attacks avoid prosecution – they can, for example, be put on trial for robbery in the sea.
The key legal question in the piracy cases is whether the international community is indeed encountering pirates and if it is – are they Somali pirates? The 1982 Convention states clearly that piracy is an act perpetrated in the open sea, that is, not in any country’s territorial seas and adjacent zones. The 1982 Convention limited the maximal width of a territorial sea to 12 nautical miles(roughly 22 km), but Somalia had set its territorial sea width at 200 nautical miles (370 km) by its Law # 37 of 1972. The latter law establishes that only ships under the Somali flag or those with a license from the Somali government are authorized to sail or fish in the country’s territorial waters. Similarly, several countries – Congo, Benin, Ecuador, Salvador, Liberia, and Peru – set their territorial sea widths at 12 nautical miles, meeting with no objections from others as there are no legal grounds for disputes over the matter.
Problems arise in the case of Somalia solely due to the fact that the country has no effective central government, and the demise of the Somali statehood opens vast opportunities to loot its natural resources. Somalia was under pressure – especially from France, Norway, and Spain – to scrap the 1972 law during the reign of Mohamed Siad Barre whose ouster in 1991 triggered the country’s collapse. Several countries hoped the waters would be opened for fishing and, moreover, oil grands were also keenly interested in the region.
Considering the specific navigational situation in the region, it would be a reasonable view that the ships attacked by pirates off Somalia’s coast actually invaded the Somali territorial waters. Moreover, in many cases the hijacked ships sailed there with the purpose of illegal fishing or commerce and in fact could be regarded as perpetrators of piracy. For example, Ukraine’s Faina was carrying an arms cargo.
The incidents off Somalia’s coast do not constitute piracy. Trials of the “Somali pirates” were conducted in a number of European countries and led to verdicts in which piracy was not mentioned. In June, 2010 five Somalians faced charges of piracy in the Gulf of Aden at the Rotterdam court but were eventually sentenced to five years in jail for robbery (I even find the robbery charges unfair as in the case Somalians used force against those who invaded the Somali territorial waters).

A decade ago a UN special commission and the International Court of Justice probed into the responsibility of Rwanda and Uganda for eating into the natural resources of Congo. In December, 2005 the International Court of Justice ruled that Uganda was guilty and owed compensations to Congo. Absent the corresponding jurisdiction, the International Court of Justice did not open proceedings against Rwanda.
Who are the real “Somali pirates”? Neither legally nor de facto, the citizens of the war-ruined Somalia count as such – acting illegally, they do fare for themselves in the 200-mile territorial waters and on the 350-mile marine shelf which belong to them. It is even more true that those who defend the zones against various predators are not pirates. The real “Somali pirates“ are those who have engineered the collapse of Somalia’s statehood or are taking advantage of the situation to squeeze natural resources from the country. The new UN plan is not intended to fight these pirates. Hopefully, the founders of the new tribunal will make the same mistake that was made when the former ones were established. The tribunal will not stop the looting, but – if international defenders are daring enough – inadvertently it will help unmask the root causes of what is happening. Therefore, the idea of a new international anti-piracy tribunal is more than welcome.

Ukrainian President Viktor Yanukovich defended himself against accusations of declining media freedom by journalists and watchdogs in an interview published on Saturday.
Speaking ahead of a visit to Berlin starting on Monday, Yanukovich told German daily Frankfurter Allgemeine Zeitung there would be no government interference in the case of a missing journalist and a dispute between public and private TV stations.
“All the disputes must be decided by the courts. I cannot imagine that pressure would be exerted on the courts,” Yanukovich said.
Private channels TVi and Channel 5 are at loggerheads over broadcast frequencies with one of the main national networks, Inter TV Channel.
Inter TV’s owner, Valery Khoroshkovsky, is one of the country’s richest businessmen and also head of the SBU, Ukraine’s main government security agency.
The newspaper reported that the head of TVi had been spied on by intelligence services, which the pro-Moscow Yanukovich denied.
“I can’t imagine that. In any case, I have not been informed of such an activity,” he said.
The newspaper told Yanukovich that its staff in Ukraine had been the subject of attempted intimidation by intelligence services, with Yanukovich saying he was unaware of it. Read more…

Seductive, fascinating and frightening, Countdown to Zero motivates the public to support complete nuclear disarmament and to fear Iran, which is conveniently the next country the US wants to invade. Framed in no-nuke rhetoric, Countdown to Zero is not-so-subtle agitprop. The film relies on conventional geopolitics to whip up conventional audiences into another conventional state of panic. Islamo-terrorists just can’t acquire this technology! This is painfully similar to what we were told prior to the invasion of Iraq.

In 2002, Condoleezza Rice warned the world, “We don’t want the smoking gun to be a mushroom cloud.” Invading forces never found weapons of mass destruction (WMDs) in Iraq. They did find plenty of oil, though, which corporations seized for pennies on the dollar. [1] The same reason – WMDs – is now being used against Iran. When Zero mentions Islamo-terrorists seeking nuclear technology, it spotlights Iranian president, Mahmoud Ahmadinejad. Repeatedly.
Zero features war hawks Tony Blair, Ronald Reagan, Zbigniew Brzezinski, James Baker, and Pakistan’s Pervez Musharraf, as well as spies and analysts, including Valerie Plame. Past or current members of the Carlyle Group, the Trilateral Commission and the Council on Foreign Relations share the screen with well-financed groups ostensibly focused on nuclear nonproliferation.
Some of the film’s talking heads promoted, engaged in and/or profit from the “War on Terror,” which critics deem a euphemism for Western resource wars in the Middle East. James Baker, who served under both Bushes, makes a brief appearance. Until 2005, he legally represented the Carlyle Group, a private equity firm dominated by former heads of state who profit enormously on Middle East wars. [2]
Joe Cirincione of the Council on Foreign Relations (and of Ploughshares, a non-proliferation group) [3] delivers most of the Iran-is-bad message:
“Iran is the tip of the spear. It’s the big problem that we have to solve.”
This marks a 180-degree reversal from his position in 2007 when he described to Asia Times:
“‘a group of people inside the administration who view Iran as Nazi Germany’ and who are ‘constantly exaggerating’ the threat from Iran.” [4]
But that isn’t the only inconsistency.
Nine nations reportedly have nuclear weaponry: the US, Russia, the UK, France, China, Israel, India, Pakistan and North Korea. Of these, India, Pakistan, Israel and North Korea are not current signatories to the Nuclear Nonproliferation Treaty (NPT). Some 190 nations that did sign the NPT, including Iran (in 1968), gained the internationally recognized right to develop and use nuclear energy for peaceful purposes. [5]
Leaving India and Israel free of criticism, Zero disparages nuclear members Pakistan and North Korea. Key information on these two nations presented in the film conflicts with other information publicly available – in some cases for over a decade.
First keep in mind that invading Iran is part of the “Long War” in which the US and its allies seek control of the entire region for access to its gas, oil and minerals. Long War proponent, Zbigniew Brzezinski, briefly appears in Zero. In 1997, he published The Grand Chessboard: American Primacy and Its Geostrategic Imperatives. [6] Among those imperatives is the need to control Iran, a “primarily important geopolitical pivot.” [p.47]
Iran stands in the way. India does not. Neither does Pakistan or Israel. Brzezinski writes of the Central Asian states:
“Moreover, they are of importance from the standpoint of security and historical ambitions to at least three of their most immediate and more powerful neighbors, namely Russia, Turkey and Iran, with China also signaling an increasing political interest in the region. But the Eurasian Balkans are infinitely more important as a potential economic prize: an enormous concentration of natural gas and oil reserves is located in the region, in addition to important minerals, including gold.” (p.124, emphasis added)
Johannes Koeppl, a former German defense ministry and NATO official, called Grand Chessboard “a blueprint for world dictatorship.” [7] Iran is pivotal in those plans; Zero demonizes Iran. This is precisely the same fear mongering elites used when leading us into war on Iraq.
Zero isn’t even wholly anti-nuke; it only condemns nuclear arms. The film spends time, for example, on the Reagan-Gorbachev nuclear disarmament talks without mentioning what drove Gorbachev to the table: the April 26, 1986 Chernobyl nuclear reactor explosion. [8] The Ukraine government reports that the explosion released 100 times more radiation than the bombs dropped on Hiroshima and Nagasaki. [9] But Zero doesn’t mention this or any other civilian nuclear accident. [10] The goal is not to ban all nuclear use, even though a nuclear power incident (by accident or sabotage) is just as deadly.
And, it presents absurdities. According to Zero, Osama bin Laden is alive and well and living in Pakistan, which Secretary of State Hillary Clinton also recently asserted. [11] Never mind that a dialysis-dependent man [12] on the run in rugged terrain for nine years would have likely died by now. [13] Elites refuse to give up their bogeyman.
A closer look into those nations that refuse to sign the NPT reveals different treatment by the US based on corporate investment deals. That difference is reflected in Zero. Though sanctions are applied against North Korea on the grounds it refuses to reach a nuclear accord, the U.S. trades nuclear technology with Israel, India and Pakistan, according to sources enumerated below.
A Look at India
It’s hard to take the nuclear powers seriously about disarmament, writes Russ Wellen in Foreign Policy in Focus. [14] India refused to sign not only the NPT, but also the Proliferation Security Initiative, the Comprehensive Test Ban Treaty, and the Missile Technology Control Regime. India is now gearing up its anti-satellite system for deployment by 2015.
In India’s Quest for Dual-Use Technology, [15] nuclear research scientist Matthew Hoey mentions an India defense paper “that demonstrated a clear interest within the Indian military of deploying not only a space-based [directed-energy] laser but also a hypersonic suborbital delivery system with global-strike capability.”
Yet, somehow, India escapes “rogue state” status, with its attendant economic sanctions. Wellen cites Hoey who reported that the Bush Administration lifted the 1998 sanctions against India for its nuclear tests, “and then progressively loosened export and commerce laws against India.” Going even further:
“[In 2008] the United States approached the Nuclear Suppliers Group … to grant a waiver to India to commence civilian nuclear trade.… The implementation of this waiver makes India the only known country with nuclear weapons which is not a party to the Non Proliferation Treaty … but is still allowed to carry out nuclear commerce with the rest of the world.” (emphasis added)
So why the focus on Iran in this film? Why no concern about India, with its internal “insurgencies” necessitating ‘Operation Green Hunt’ (as the natives call it)? Wellen explains:
“… the nuclear deal is part of a broader set of [US-Indian] agreements [which] US-based multinationals are … hoping to use … as a wedge to further open India to foreign investment and sales.”
Oh, corporate profits are at stake. Zero’s talking heads don’t condemn India for refusing to sign the NPT, likely because India has opened its tribal areas to multinational mining companies. [16] Once those pesky tribes are removed (via Operation Green Hunt), massive profits can be made in destroying ecosystems for the underlying minerals.

A Look at Pakistan
Nuclear member Pakistan also refused to sign the NPT, but its relationship with the US has been fitful. In 1979, President Carter suspended aid after discovering a nuclear enrichment facility. After the Soviets invaded Afghanistan later that year, aid resumed in 1981 under President Ronald Reagan. In 1990, President Bush suspended all aid after confirming that Pakistan had acquired a nuclear bomb. [17]
In good graces once again, Pakistan just learned it will receive $7.5 billion in aid from the US. [18] Since 2001, Pakistan has received at least $12 billion in aid and “military reimbursements” from the U.S.
While speaking at the Brecht Forum last year, [19] Noam Chomsky (not in the film) accused the US of facilitating both India and Pakistan’s development of nuclear weaponry.
“Pakistan’s nuclear arsenals were developed with Reagan’s crucial aid. And India’s nuclear weapons program got a major shot in the arm with the recent US-India nuclear agreement.”
Former CIA expert on Pakistan’s nuclear secrets, Richard Barlow, may be the source of Chomsky’s accusation. In the 1980s, Barlow blew the whistle “that senior officials in government were … breaking US and international non-proliferation protocols to … sell it banned WMD technology.” [20]
Zero makes no mention of US involvement in Pakistan acquiring nuclear capability. It tells us that China gave Pakistan a blueprint for a nuclear bomb, and that Pakistani nuclear weapons scientist, Abdul Qadeer Khan, provided the rest. We’re told that A.Q. Khan set up a “full service” nuclear trade “in the early 1980s.” CIA operative Valerie Plame then tells us that the US didn’t begin focusing on Khan “until the late 1990s,” long after Pakistan joined the nuclear club.
This is simply not plausible, even if Richard Barlow was not the expert on Pakistan nuclear secrets in the 1980s as he asserts. Someone in the US was watching Khan in the 1980s or Bush would not have had been inspired to suspend aid to Pakistan in 1990.
Another discrepancy between these two sources: Zero reports that Pakistan joined the nuclear club in 1990, whereas Barlow asserts it was in 1984, two years after Reagan renewed aid to the country. Regardless, US aid was not cut off until after Pakistan acquired the bomb.
A Look at Israel
Zero also does not condemn Israel for its nuclear program, despite its refusal to sign the NPT. The film asserts Israel has 80 nuclear weapons, which contradicts revelations made by nuclear technician, Mordechai Vanunu, in 1986. [21] An independent nuclear physicist examined Vanunu and his documents and reported that, in 1986, Israel had enough material for 150 nuclear bombs. [22]
Of note, Obama expanded nuclear trade with Israel last month. [23]
Another absurdity asserted by Valerie Plame in Zero is that “Hamas is a terrorist organization.” But, since when is defending your homeland from invasion an act of terrorism? Take a look at this map of Palestine lands seized by Israel over the past 60 years:
Plame won global sympathy when the Bush Administration outed her as a CIA spy. [24] Then, it was that Iraq had obtained yellowcake uranium from Nigeria, which her husband, former US Ambassador Joe Wilson, refuted in a New York Times piece in 2003. [25] For this, she was outed as a spy. How ironic that she would help advance the cause of war today with terrorists-acquiring-WMDs fear mongering – the same propaganda that Bush used.
Why even mention Hamas? Gaza’s popularly elected government clearly has no capability of acquiring and deploying WMDs. It’s barely alive under Israel’s military strikes and continual (and deadly [26]) blockade of food, medicine and building materials.
That statement – ‘Hamas is a terrorist organization’ – stands alone in the film, with no further comment. It’s pure psyops. The U.S.’s unending support [27] of Israel’s ongoing genocide in Palestine [28] does more to create instability than it does to secure peace in the region.
A Look at North Korea
Zero mocks nuclear club member North Korea, using old black and white footage of a stern Kim Jong II, yet worries about its potential to trade nuclear secrets regionally. Its fears are realized as North Korea may be assisting Myanmar (Burma) in achieving nuclear capability, according to several sources reported in Bloomberg recently. [29]
Hillary Clinton just increased sanctions against North Korea for its continuing refusal to sign nuclear accords, but the US may have a tougher time in Myanmar, given Chevron’s lucrative arrangement with the military junta. [30] The Carlyle Group, with its many business interests in South Korea, [31] also held (and may still hold) business interests in Myanmar. [32]
Given US handling of India and Israel, and its massive infusion of cash into Pakistan, three states which have not signed the NPT, can we expect a similar pass on a nuclear Myanmar (but not North Korea) given corporate interests in that regime?
A Well-Made Film
Put aside for the moment Islamo-terrorist bashing, elite plans for invading Iran, and the deadly hypocrisy of the US using depleted uranium in Iraq after finding it did not have its own WMDs. Watching war hawks demand complete nuclear disarmament is sobering.
Filmmaker Lucy Walker uses potent imagery, like the tennis ball representing how much highly enriched uranium is needed to destroy an entire city.
She also shows numerous accidents with planes carrying nuclear weapons. Citizens do need to be concerned that nuclear accidents are possible. This is one of the supporting themes of the film. “If the probability isn’t zero, it will happen,” warns nuclear physicist Frank von Hippel.
Mentioned in Zero under “Accidents” is the B-52 flight over the US in 2007, which carried six nuclear warheads. News reports in the film assert, “nobody knew – not the aircraft’s crew, not the commanders on the ground.” Six nuclear warheads could never be loaded onto a plane and flown 1,500 miles across the U.S. without anyone having a clue. This was no accident.
One unintended message may be that rogue forces within the US military are a threat. Indeed, former UN Ambassador Gordon Duff recently speculated about such a frightening scenario. [33] Decommissioning the US arsenal is just as important as all other nuclear arsenals. The US, in fact, is the only nation confirmed to have used all three WMDs: nuclear, biological and chemical. This is a claim that not even the immortal Osama bin Laden can make.

As presented, the history of nuclear proliferation is morbidly fascinating. Rare video footage offers a glimpse into the eyes of Robert Oppenheimer, the man who understood – and yet created – the means to end life on Planet Earth. He admits that the technology will spread; that it cannot be made secure.
Mikhail Gorbachev also appears, calling for complete nuclear disarmament. He put it most succinctly in a 2007 article: “It is becoming clearer that nuclear weapons are no longer a means of achieving security; in fact, with every passing year they make our security more precarious.” [35]
We can all agree on complete nuclear disarmament. We can all take Zero’s suggestion to pressure our public servants into bringing the number of nuclear weapons down to zero, a process begun in 1963.
But, let us also recognize war propaganda when it surfaces. The film’s sincerity in promoting complete nuclear disarmament is undermined by its transparent promotion of war on Iran and by its failure to condemn India and Israel – nations with nuclear weapons that did not sign the Non Proliferation. And, by not condemning all nuclear power, Countdown to Zero misses a golden opportunity to unite peace activists with safe-energy ones to rid the world of such a dangerous, destructive technology. Nuclear fallout is deadly – whether from weapons or energy plants.

Millions of outsiders eligible for EU passports

Passport loopholes offered by three EU nations could be indirectly expanding the boundaries of the bloc — potentially giving nearly 5 million outsiders, mostly from Europe’s poorest countries, the coveted right to live and work in the union.
The possible influx represents the most immediate challenge to the European Union, which is grappling with tight labor markets and a wave of anti-immigrant sentiment. But those numbers could be swollen by millions more — immigrants or their descendants living in other hardship regions who are also eligible for EU citizenship under passport giveaways.
No reliable and comprehensive global tally exists of just how many people living elsewhere are eligible for EU passports. But the figures available suggest such passport policies could put a strain on the EU at a time when most of the bloc’s nations favor putting enlargement on hold as they try to put their economic houses in order.
EU members Romania and Bulgaria are already handing out passports to ethnically linked groups or minorities outside their borders and Hungary plans to do the same as of January.
The main beneficiaries are citizens of Moldova, Macedonia, Serbia, Ukraine and Turkey — about 4.7 million people with living standards at a fraction of the EU average whose countries are years away from membership.
The figure was arrived at by adding up the number of Romanian speaking Moldovans, Slavic Macedonians, ethnic Hungarians living in Serbia and Ukraine and the number of Turks who fled Bulgaria to escape a forced assimilation campaign there during the communist era. All are eligible for EU citizenship under passport giveaway programs.
Others outside Europe and looking to escape hardship at home are also lining up.
Spain enacted legislation in January 2009 giving even the grandchildren of Spaniards whose ancestors left due to political or economic hardship caused by the Civil War the right to obtain passports from Madrid — and the response has been huge.
Spanish foreign ministry figures from January say that over the first full year of the law, there were 161,463 applications — 95 percent from Latin American countries — and that 81,715 were granted.
Total Latin American numbers are unavailable — but the Spanish foreign ministry has extended the window for applications by another year to December 2011, due to what it calls “overwhelming demand.”
In Cuba alone, nearly 82,000 people have applied for Spanish citizenship and 36,415 have received it as of June 30, clearing the way for the lengthy and expensive process of obtaining permission to travel abroad — or leave permanently. Venezuela’s Spanish consulate has handed out more than 35,000 passports as of this year. Read more…

If Russia withdraws from the self-proclaimed Transnistrian region of Moldova, the EU will tighten its bonds with Moscow in return, German chancellor Angela Merkel has proposed to Russian President Dmitry Medvedev.
During a two-day German-Russian conference on economic affairs in Yekaterinburg, Merkel said that Germany will help abolish EU visas for Russians and create a council which would deal with foreign policy and security between Brussels and Moscow.
The move may mean Russian citizens would be able to enter the European Union, including Poland, without the need for visas.
Neither President Dmitry Medvedev, nor Sergei Prikhodko, responsible for the Kremlin’s foreign policy, responded to Angela Merkel’s offer. “Medvedev has recently been relatively soft towards the West. Therefore any talks on Russia’s making further concessions are premature”, says Ochmann Cornelius, expert on Eastern Europe from the Bertelsmann Foundation.
Transnistria, the self-proclaimed pro-Russian enclave between Moldova and Ukraine, has been a bone of contention between these two countries since the fall of the USSR.
The existence of the Russian-speaking Transnistria, which is not formally recognized by any country, paralyzes Moldova which as an independent country struggles towards the West.
Most inhabitants of Transnistria have Russian passports, they receive pensions form Russia and Russian troops are deployed in the region. Transnistria exists mainly thanks to smuggling and production of steel and cognac distributed in Russia. Read more…
Ukraine’s parliament votes to abandon Nato ambitions

The Ukrainian parliament has approved a bill that effectively rejects any ambition to join Nato.
The law, submitted by President Viktor Yanukovych, cements Ukraine’s status as a military non-aligned country – though it will co-operate with Nato.
President Yanukovych was elected earlier this year, vowing to end Ukraine’s Nato membership ambitions and mend relations with Russia.
His predecessor, Viktor Yushchenko, had pursued a pro-Western foreign policy.
Under him, relations with Moscow had declined dramatically, with the Kremlin refusing to talk to him.
Since his February inauguration, Mr Yanukovych has wasted no time in re-shaping Ukraine’s foreign policy in a more Moscow-friendly way, the BBC’s David Stern in Kiev says.
In April, he agreed to extend the lease allowing Russia’s Black Sea fleet to be stationed in the southern port of Sevastopol by 25 years in return for cheaper gas.
An extension of the lease, due to expire in 2017, had been opposed by Mr Yushchenko. Read more…

The Greek debt crisis that is threatening to break up the euro zone may spill over to Eastern Europe and spoil the region’s fragile recovery, the European Bank for Reconstruction and Development, or EBRD, said.
The London-based EBRD, a development bank that helps former Warsaw Pact nations in eastern Europe and central Asia transform their economies, raised its 2010 economic growth forecast for the 30 countries it invests in to 3.7 percent on average from 3.3 percent predicted in January. Still, it warned that the struggle to contain a debt crisis in western Europe may stall the region’s growth, especially in the Balkan peninsula.
“We have the Greek crisis and it poses a risk in particular to southeastern Europe,” said EBRD Chief Economist Erik Berglof on Saturday in Zagreb, where the bank’s shareholders held their annual meeting. “But there is a broader risk for the region. Clearly this is something we are very concerned about.”
The former Warsaw Pact countries in Europe and former Soviet central Asia are recovering from the deepest recession since switching to free-market policies two decades ago. Challenges for the 30 economies the EBRD invests in include adjusting to a slower pace of growth as the European Union, the largest export market for most of the region, grapples with mounting fiscal problems.
The euro fell 3.1 percent to $1.2358 last week, from $1.2755 on May 7. It traded as low as $1.2354 on Friday, the weakest since October 2008.
German Chancellor Angela Merkel said Europe is in a “very, very serious situation” despite a rescue package for the region’s most indebted nations. Meantime, El Pais newspaper reported that French President Nicolas Sarkozy threatened to withdraw his country from the euro.
Defending the eurozone:
EU Monetary Affairs Commissioner Olli Rehn told participants at the Zagreb conference that “it is important that markets read our package and see that we are serious about our defense of the euro area.”
The euro region’s tensions may affect eastern Europe through “a disruption of capital markets” as well as “a decrease in import demand from countries like Germany or France
to which most countries are important exporters,” EBRD President Thomas Mirow said. “There are potential risks that can be channeled through the subsidiaries of Greek banks. Up until now we haven’t seen this materializing. We have to watch and encourage policy makers to bear this risk in mind.”
The EBRD raised the forecast for Russia to 4.4 percent from 3.9 percent. It also revised higher outlooks for Turkey, Poland, Hungary, and Ukraine, while it lowered earlier expectations for Romania and Bulgaria. Even so, countries in the east need to monitor statements and actions by western European leaders.
“The outlook remains very uncertain because of a shift in risks from the domestic to the external,” said Berglof. “External risks have risen dramatically.” Read more…
False Flag Operations: The Crisis Route to the New World Order

David Rockefeller said, “All we need is the right major crisis and the nations will accept the New World Order.” Rahm Emanuel said, “You never want a serious crisis to go to waste. And what I mean by that is an opportunity to do things you think you could not do before.” In the Project for a New American Century document Rebuilding America’s Defenses: Strategy, Forces and Resources for a New Century we find the following: “Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor.”1
False Flag (choreographed catastrophes) operations have been used for generations for various motives: the seizure of additional land and/or natural/mineral resources (domestic or foreign), the acquisition of cheap labor, economic destabilization, the military depopulation of indigenous populations, the destruction of religious or political ideologies, the establishment of political tyranny or a coup d’état (as experienced after 9/11 with the establishment of the PATRIOT Act and the Department of Homeland Security), to assist an allegedly threatened ally or to protect U.S. citizens living in a foreign country. The foundational factor in the majority of all false flag operations is the imposition of greater restrictions on worldwide residential populations in order to implement internationalism or globalism, formerly known as the utopian New World Order under the direction of an elite hierarchy. False flag catastrophes include terrorist attacks, assassinations of political leaders, “natural” disasters, industrial “accidents,” armed assaults against citizens (Waco, Ruby Ridge, Kent State), economic assaults in the form of economic crashes like 1929 or more recently the banker bailouts, both massive redistribution scams. The prevailing feature in all of these circumstances, whether manmade or “natural,” is the transference of culpability followed by the government’s predictable exploitation of any and all circumstances.
False flag operations manipulate individuals, either dupes or well-paid, skilled operatives – who masquerade as purported enemy aggressors. Aircraft or ships are either camouflaged to conceal their identity or marked in such a way as to confuse witnesses. The operation is compartmentally constructed in such a way that individuals participate in a small part of the venture without knowing the entire scope of the operation. After the fact, their willing but unwary participation might insure their silence. False flag operations accelerated after the formation of government intelligence agencies, like the CIA, again at the behest of private interests with the ready assistance of the media who introduce false leads to sustain the preconceived cover story. A false flag operation where innocent people are murdered invariably supplies the pretext for a military invasion where even more killing occurs including unwary U.S. soldiers who believe they are fighting for their country.
Ambrose Pierce, the satirist, and creator of The Devil’s Dictionary defined politics as, “A strife of interests masquerading as a contest of principles, the conduct of public affairs for private advantage.”2
On January 24, 1898, during a Cuban insurrection against Spain, the USS Maine arrived at Havana, where it had been sent to allegedly protect some U.S. citizens living there. In reality, U.S. corporations, with about $50 million invested in the production and distribution of Cuban sugar and tobacco, had concerns about their investments. On February 15, 1898, while it was docked in Havana Harbor, a devastating explosion sank the ship. The incident killed 260 Americans. We now know that is was an internal explosion, not the result of an attack. However, the citizens were fueled by warmongers in the print media who pushed the slogan, “Remember the Maine! To hell with Spain.” Outraged citizens agreed to retaliate and go to war against Spain because of the incident. Congress, which was wholly controlled by private interests, declared war on April 25, 1898. Two days later, the U.S. sent 11,000 occupational troops to the resource-rich Philippines, a Spanish colony and the real target. The Filipinos resisted America’s “liberation” efforts for three years during which several thousand civilians were slaughtered. The strategic location of the Philippines would provide easier access to the riches of Asia, a highly populated area replete with abundant resources and almost numberless people who had been hoarding and passing down their gold and treasures for centuries.
With the deceptive establishment of the privately owned Federal Reserve printing press by a compromised Congress, large-scale, debt-based warfare became even more feasible, its costs being shifted to U.S. citizens and their children and grandchildren. World War I in Europe was initially provoked by the assassination of an Austrian Archduke. But that was hardly an interest to Americans who had to feel some sense of personal outrage in order to justify U.S. military participation in a foreign war where American soldiers were likely to be killed. The Lusitania, an armed British passenger vessel deceptively flew the American flag and carried ammunition from U.S. companies bound for belligerent Britain. The ship, described as “live bait” by Winston Churchill, a Rothschild minion, was deliberately sent into harm’s way. Her military escort inexplicably withdrew and the ship dramatically slowed down and abandoned the defensive zigzag pattern of travel. In early February 1915, the British Admiralty, under the direction of Churchill, had ordered British merchant ships, like the Lusitania, to ram German submarines on sight. The Lusitania, borrowed by the British government and reclassified as an auxiliary cruiser, was equipped with bases for mounting guns.3 Germany was aware of Churchill’s orders by February 15. On April 22, 1915, Germany, through its U.S. Embassy warned Americans not to travel on British ships in the war zone. They also paid to advertise the warning in The New York Times on that same day.4 The warning was not printed in the Times until the day of departure. The Germans predictably attacked on May 7, 1915 and 785 people, including 128 Americans perished, but it ultimately got the U.S. into World War I.
Lenin said, “The first World War gave us Russia, while the Second World War will hand Europe to us.”5 For Lenin, a true Marxist, world revolution was the goal. World War I followed immediately by the Bolshevik Revolution subjugated only one country under communist rule, Russia. Lenin’s Bolshevik party was financed wholly by some of the same international bankers who instigated the Federal Reserve. In 1916, Lenin recognized that war was simply a revolution on a massive scale and professed that the world would need another war, as one was insufficient.6 Before the Czar’s assassination and the usurpation of Russia’s government, Lenin said, “After Russia we will take Eastern Europe, then the masses of Asia, then we will encircle the United States which will be the last bastion of capitalism. We will not have to attack. It will fall like an overripe fruit into our hands.”7 This would be accomplished through infiltration, all the while using the Hegelian dialectic of controlled opposition – as used by Lenin. Control the opposition, the proverbial right-left cultural division, in order to assure the desired result – total takeover and communization of the U.S.
Stalin (Iosef Vissarionovich Dzhugashvili), nicknamed Soso, was an agitator, terrorist and a murderer, along with his Bolshevik comrades. Beginning in 1902, he worked at the Rothschild oil refinery in Batumi. He probably still worked for the Rothschilds when he moved to the Baku area in 1907.8 “Oil tycoons” made contributions to the Bolsheviks. Berta Nussimbaum, wife of oil baron, financed Stalin’s communist press. Rothschild’s managing director, David Landau, personally made regular contributions to Stalin. David Sagirashvili, a Menshevik, knew Stalin in Baku and claimed he engaged in routine kidnappings after which he demanded ransom.9 The Mensheviks, a less violent faction of the Russian revolutionary movement, emerged in 1904. The word Bolshevism was Russian and would have to be appropriately changed for each country.
Stalin always favored the more violent approach and ultimately killed millions, even during peacetime – in the gulags (slave labor camps), and in the Ukraine where five to ten million were deliberately starved to death during Stalin’s imposed famine during the winter of 1932-1933. Despite knowledge of Stalin’s horrific genocidal crimes against humanity, Franklin D. Roosevelt, a like-minded individual, officially recognized the legitimacy of the government of the Soviet Union, without Congressional approval. This later enabled the Soviet Union to fully participate in the banker-supported United Nations, situated on land donated by banker John D. Rockefeller Jr. whose illustrious family made their millions via Rothschild support. Roosevelt, whose administration was knowingly filled with Communist agitators and Soviet spies, did as much to promote communism, even in this country, as any revolutionary Communist.
Churchill’s estate mortgage was paid off by the “Jewish European financiers,” known as the Focus Group. Churchill then arranged a meeting with these bankers and Franklin D. Roosevelt in order to get the U.S. into war through the back door.10 Churchill and Roosevelt monitored the entire progress of the Japanese as they approached Pearl Harbor. After months of illegally blockading Japan which totally depended on imports to survive, the Japanese predictably attacked – all according to Henry L. Stimson’s strategy. He was a Standard Oil attorney and a member of Skull and Bones (appropriately known as the Brotherhood of Death). The attack on Pearl Harbor got America into a two-front war – with Japan and her European ally, Germany. Japan’s assault on Pearl Harbor killed 2,345 U.S. military men and injured another 1,100 people. Fortuitously, the U.S. government had already withdrawn their newer ships and planes to save them from destruction. Obligatory commissions, some by independent entities, were convened to investigate. Foreknowledge of the event, if not actual participation, was verified, but the compromised media deliberately concealed all conclusions that divulged U.S. government participation.
On April 27, 1961, in an address to newspaper publishers, President Kennedy said the following regarding Freemasonry, “The very word ‘secrecy’ is repugnant in a free and open society; and we are as a people inherently and historically opposed to secret societies, to secret oaths and to secret proceedings. We decided long ago that the dangers of excessive and unwarranted concealment of pertinent facts far outweighed the dangers which are cited to justify it.” Kennedy, by his rhetoric and his actions did not support the nefarious schemes of those who covertly arrange all wars through their secret society associations and false flag operations. On June 28, 1961, Kennedy fired CIA Director Allen Dulles, former Wall Street lawyer and attempted to strip the CIA of all power with NSAM 55 and NSAM 57.11 Kennedy was also against Israel’s development of a nuclear weapon. On October 9, 1997, the Washington Jewish Week reported, “Israel need not apologize for the assassination or destruction of those who seek to destroy it. The first order of business for any country is the protection of its people.”12 That last sentence is a bit duplicitous and disingenuous, given the support and billions of dollars that the economically-stressed U.S. has given to Israel at the expense of our own economic security. Apparently our politicians have other loyalties. Almost 300 members of Congress signed a declaration reaffirming their commitment to “the unbreakable bond that exists” between the U.S. and the State of Israel in a letter to Secretary of State Hillary Clinton.13 George Washington warned us, “Against the insidious wiles of foreign influence…the jealousy of a free people ought to be constantly awake, since history and experience prove that foreign influence is one of the most baneful foes of republican government…Excessive partiality for one foreign nation and excessive dislike of another cause those whom they actuate to see danger only on one side…The great rule of conduct for us in regard to foreign nations is in extending our commercial relations, to have with them as little political connection as possible.”14
Allen Dulles would later participate on the Warren Commission which concealed the facts regarding John F. Kennedy’s assassination, a combined CIA/Mossad operation blamed on a lone gunman who was immediately killed. The astute allegations of Michael Collins Piper in Final Judgment: the Missing Link in the JFK Assassination Conspiracy were verified in the Jerusalem Post on July 25, 2004 by Mordechai Vanunu, a former Israeli nuclear technician15 and shift manager at the Negev Nuclear Research Center from 1976 to 1985. He was troubled by Israel’s nuclear weapons program and their war strategies. Probably because of his views and activism, he was laid off from Dimona in 1985 and soon left the country for Sydney, Australia where he converted to Christianity. In Australia, he revealed Israel’s covert nuclear program to Peter Hounam of the British press. On October 5, 1986, a front-page story appeared in The Sunday Times, “Revealed: the secrets of Israel’s nuclear arsenal.” Thereafter, Vanunu was drugged and kidnapped with the help of Israeli Mossad agent Cheryl Bentov who deceptively befriended him. He was taken to Israel, tried behind closed doors and sentenced on February 27, 1988. Vanunu spent eighteen years in prison, eleven of which were in solitary confinement. He was released on April 21, 2004.16 According to satellite images, by February 1991, during the Gulf War, Israel had fired six to eight rounds of low-yield, miniaturized nuclear weapons from the Negev desert on Baghdad, 600 miles away.17
Following World War II, according to the Rhode Island Freemason Newsletter, “Lyman Lemnitzer was a military planner,” as was his good friend, Dwight D. Eisenhower.18 During Kennedy’s administration, Lemnitzer, a 33rd Degree Freemason and Chairman of the Joint Chiefs of Staff, and others proffered a document entitled Justification for U.S. Military Intervention in Cuba,19 dated March 13, 1962, which recommended a false flag attack against the U.S. with the blame to be put on Cuba, which would then justify a retaliatory strike against that country. Their plan, called Operation Northwoods, may have originated with President Eisenhower and might even involve the killing of American citizens, the hijacking of planes and false arrests.20 Per the document, “We could develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington.” They could target a specific ethnic group who would be incorrectly vilified as terrorists.21 Or, Lemnitzer said, “We could blow up a U.S. ship in Guantánamo Bay and blame Cuba.” Further, he suggested that they could create “casualty lists in U.S. newspapers” to provoke “national indignation.”22 They could paint a CIA plane to look like a commercial plane and then swap the real plane with a drone. Lemnitzer wasn’t intending to free the Cuban people who supported Castro, but rather, “Forces would assure rapid essential military control of Cuba” where “continued police action would be required.” The details of Operation Northwoods, under Operation Mongoose, were concealed for over forty years. Lemnitzer thought that all of the copies were destroyed.23
Kennedy absolutely opposed Operation Northwoods, planned to withdraw troops from Vietnam, was determined to prevent Israel from becoming a nuclear state per Kennedy’s “harsh” letter of July 5, 1963 to Prime Minister Levi Eshkol,24 and threatened to break up the CIA, an organization wholly devoted to protecting Wall Street interests. Elizabeth Forsling Harris, a public relations executive with CIA connections was in charge of planning Kennedy’s Dallas motorcade route.25 On that fateful day in Dallas Kennedy, like the Lusitania, was deliberately sent into harm’s way, security policies were altered and Kennedy’s protective forces were inexplicably withdrawn and he was brutally assassinated on November 22, 1963, an event which essentially functioned as another political coup.26 Operation Northwoods, or other false-flag attacks perpetrated against America, could now be implemented as regular policy with the able assistance of the CIA, still intact.
On November 29, 1963, the newly installed President Lyndon B. Johnson, a Freemason,27 convened the Commission on the Assassination of President Kennedy, known as the Warren Commission from its chairman, Chief Justice Earl Warren. On September 24, 1964, the Commission presented its 888-page final report which claimed that Lee Harvey Oswald acted alone. Commission member, Gerald Ford, also a Freemason, according to declassified files, admitted that he persuaded the Commission to state that Kennedy’s back wound was several inches higher than it really was. Ford and Arlen Specter, another commission member, promoted the implausible single bullet theory.28
Ford, perhaps as a reward, would be installed as Vice President on December 6, 1973 when Spiro Agnew was ousted over tax issues. Rockefeller agent, Henry Kissinger orchestrated Watergate, a media circus that got rid of Nixon and ultimately politically benefited Kissinger, Ford and Rockefeller.29 Attorney Hillary Rodham, along with Fred Thompson, Trent Lott, and Howard Baker,30 were on the legal staff of the House Judiciary Committee during the Watergate fiasco to help prepare articles of impeachment against Nixon. Rodham landed this job right out of law school, thanks to Ted Kennedy and Burke Marshall. Allegedly, her legal procedures were ethically flawed.3132 On August 9, 1974, Ford became president of the U.S. after Nixon’s resignation. Ford, the unelected president, unconditionally pardoned Nixon and carried out the banker’s agenda as every president has done since Johnson took office after Kennedy’s assassination.
The USS Maddox was allegedly assaulted by three North Vietnamese torpedo boats in the Gulf of Tonkin on August 2, 1964, followed by an incident on August 4, 1964. There were no U.S. casualties in either incident. However, President Johnson obtained the Gulf of Tonkin Resolution which was co-authored by brothers McGeorge and William P. Bundy (both members of Skull & Bones). William P. Bundy was the chief architect of the Vietnam War.33 At the request of CFR Chairman, David Rockefeller, William Bundy served as editor or the CFR magazine Foreign Affairs from 1972 to 1984.34 Those who arrange all wars propelled the U.S. and her citizens into an expensive, bloody, devastating, lengthy war against a country that hadn’t actually attacked us, a fact that was revealed by declassified documents in 2005. Author James Bamford states that Lemnitzer advocated nuclear war in Vietnam. In terms of lives, the war cost the lives of almost 60,000 U.S. citizens and four million Vietnamese and Cambodian (secret bombing) residents.
The U.S. has found it more expedient and less expensive to train and arm “local cannon fodder” or “indigenous ethnic or religious groups” to slaughter each other. The U.S. did this in Vietnam. Green Berets trained the Montagnards, the people in the southern highlands. The CIA’s Air America flew arms and other supplies into the remote Hmong villages and flew opium out – “to supply American troops fighting in Vietnam” and the vast international market.35
False flags, including the 1967 Israeli attack on the USS Liberty with blame to be placed on Egypt, the first attack at the World Trade Center, Oklahoma City, 9/11 followed by two U.S. invasions – Afghanistan and Iraq, the anthrax scare (origin – Fort Detrick), the numerous threats and allegedly failed terrorist attacks – the Christmas bomber, the Times Square bomb incident perpetrated by accused bomber Faisal Shahzad, an alleged member of a British MI6 and the CIA-controlled terrorist organization who,36 apparently after extensive training from the Pakistani Taliban, created a dud bomb incapable of exploding. Consequently, Senators Joe Lieberman and Scott Brown, along with Representatives Jason Altmire and Charlie Dent want to pass legislation that would eliminate, without due process, the citizenship of anyone even suspected of affiliating with a “foreign terrorist organization” with the exception of the Israel Defense Forces (IDF).37 The Jewish Defense League (JDL), according to the FBI in 2001, is “a right-wing terrorist group.” Also, according to the FBI, the JDL has plotted numerous terrorist attacks within the U.S. The organization, founded by Rabbi Meir Kahane, is no longer categorized as a terrorist organization. So, apparently, U.S. citizens, some with duel citizenship, involved with either the IDF or the JDL will not have to forfeit their U.S. citizenship.
Another person who purportedly went off the deep end and perpetrated a massacre at Fort Hood, Texas on November 6, 2009 similar to Columbine (April 20, 1999). Other questionable catastrophes, not currently categorized as false flag events, still provide the exploitive circumstances for the imposition of tyrannical legislation and regulations. For as Rahm Emanuel said, “You never want a serious crisis to go to waste. And what I mean by that is an opportunity to do things you think you could not do before.”
These catastrophes include the US Airways Flight 1549 being ditched in the Hudson River adjacent Manhattan, New York City, on January 15, 2009. Polish President Lech Kaczynski, along with numerous other opposition party officials, died in a mysterious plane crash in Smolensk, Russia on April 10, 2010. This “accident” probably had more to do with Kaczynski’s opposition to a $100 billion dollar contract with Russia’s Gazprom Gas deal than with problematic weather. It would have made Poland 100% dependent on Russian gas for the next 28 years.38 See the remarkable digital enhancement of the amateur plane crash site footage.
There was the 9.0 earthquake that struck the Indian Ocean region on December 26, 2004 with the resultant tsunami which killed approximately a quarter of a million people. Americans and their European allies were immediately aware of this earthquake due to location of various seismic stations and satellites. The officials, including those at one of those bases, Diego Garcia failed to notify the predominantly Muslim countries in the path of tsunami.39 Diego Garcia, the U.S. military base in the Indian Ocean, from which the U.S. stages bombing assaults in the Middle East, which was directly in the path of the tsunami experienced no apparent damage.40 Then there was the cataclysmic earthquake on just half of an island – oil-rich Haiti, followed by militarized aid. In other words, selective assistance to the survivors based on their obedience.
Rhetoric about the Times Square bomber has preempted the more devastating news about Deepwater Horizon, owned by Transocean Limited, the world’s largest offshore drilling contractor, and leased to BP, which caught fire on April 20, and exploded killing 11 people. It was insured for $560 million.41 This crisis resulted in the worst oil spill in history – 5,000 barrels of oil spilling into the sea each day.42 The Rothschilds own a controlling share of the BP stock. BP, despite an egregious safety record, got an exemption and a cap on damages from the National Environmental Policy Act rules on April 6, 2009 and then lobbied to expand those exemptions just eleven days before the explosion.43 BP, according to a law passed after the 1989 Exxon Valdez spill limits cleanup costs liability to no more than $75 million although legislation is being introduced to increase liability to $10 billion, retroactively.44 BP is also responsible for the biggest oil spill ever to occur on Alaska’s North Slope.45 The Rothschilds, by lending money for Halliburton’s clean-up operations will make profits. The failed cement casing had been installed by Halliburton and this is the second time within a year that a Halliburton casing has catastrophically failed on an oilrig.
As if Katrina, which hit the Gulf Coast the end of August 2005, didn’t do enough economic damage and forced relocation of residents in the gulf coast states, this oil spill only furthers the devastation. Louisiana’s fishing industry, according to Business Week, has a retail value of $1.8 billion while others claim it is even higher. Louisiana supplies a third of the nation’s oysters and a quarter of all its seafood. The industry employs some 90,000 people in Louisiana. Unfortunately, the “accident” coincides with the opening of the shrimp season, May 16. Mississippi and Alabama are also very dependent on the fishing industry.46
On April 30, 2010, the press reported that President Obama has reversed his decision to lift the moratorium on certain offshore drilling. No new oil drilling will be authorized until authorities discover the causes of the explosion of the Deepwater Horizon rig. Deepwater received a safety award in 2009. Lindsey Williams claims that the Gulf incident was sabotage and states that the technology was too advanced for such explosions to occur.
Former Colorado Senator Ken Salazar, a globalist pawn for the Nature Conservancy, thought nothing of seizing land from Colorado ranchers in the purported interest of conservation; he was confirmed as Interior Secretary on January 20, 2009. Since April 2009, hundreds of farmers in the San Joaquin valley in Central California have been targeted by U.S. government domestic terrorists who turned off the water in the formerly fertile Fresno area which is about to be turned into a desert. This created forty percent unemployment in the valley. Farmers in the San Joaquin valley grow about 25 % of the Nation’s food supply. These decisions caused hundreds of millions of dollars in crop losses.
On May 2, 2010, U.S. Interior Secretary Salazar said, “Our job basically is to keep the boot on the neck of BP.” Interestingly, the Bureau of Land Management, under the direction of the Department of the Interior, conducted a surprise inspection on the oilrig two hours before it exploded.
In 1969, Dr. Richard Day, an admitted “insider” delivered an invitation-only lecture about the “new world system” in which he defined the changes, according to an actual timetable, that would be accomplished by the year 2000 which included the following:
- Travel restrictions will occur. It will be considered a privilege! People will need permission and a good reason to travel. An under-the-skin implantation device will be developed, coded specifically to identify each individual to accommodate government surveillance through radio signals.
- More airplane and auto accidents will occur contributing to a general feeling of insecurity. This will also initiate more government regulations.
- Manufacturing will be curtailed in order to give other countries a chance to build their industries in order to compete against the United States. Our heavy industries will be deliberately cut back while the same industries are developed in other countries, notably Japan.
- Food supplies will be centralized and come under tight control. If population growth doesn’t slow down, food shortages can be orchestrated to scare or starve people into accepting the theory of overpopulation. Personal gardens and perhaps small farms will be eliminated.
- Dr. Day said, “We can or soon will be able to control the weather…“I’m not merely referring to dropping iodide crystals into the clouds to precipitate rain that’s already there, but REAL control.” And weather will be used as a weapon of war, a weapon for influencing public policy or perhaps habitation patterns.
- Terrorism, once thought unnecessary in the United States, will be used by necessity if the United States does not move rapidly enough into accepting the new system.47

EU ministers agree to fast-track ‘Single Sky’

EUOBSERVER / BRUSSELS – EU transport ministers on Tuesday (4 May) agreed to fast-track “Single European Sky” measures aimed at a greater integration of national airspaces, following the recent disruption of air traffic due to the Icelandic ash cloud.
Under the decision, a European air network manager would be put in place before the end of this year in order to facilitate decision-making among the bloc’s 27 national authorities.
The new manager would not preempt national sovereignty on opening or closing airspace, however, EU transport commissioner Siim Kallas said during a press conference, noting the “philosophical” question of relinquishing state powers to Brussels, which is always a sensitive matter among member states.
“It was never supposed to be a super-national authority, but a co-ordination mechanism. The final decision will still rest in the hands of member states,” he said.
The new body, which was initially scheduled to be in place by 1 January 2011, would help co-ordinate decisions among national air traffic managers.
It could be based at Eurocontrol, the body currently pooling data and facilitating international flights in 38 European countries, including non-EU members Norway, Iceland, Switzerland, Turkey, Ukraine and the Balkan states.
Brussels-based Eurocontrol on Tuesday welcomed the ministers’ decision to fast track the “Single European Sky” package, as well as measures aimed at establishing more accurate safety standards as to when volcanic ash makes it too dangerous to fly.
The initial response to the April ash cloud – shutting down almost all of European airspace – has since proved to have been exaggerated, but understandable, since it was an unprecedented situation and since the tolerable levels of ash for an aircraft to fly safely were not known at the time. Damian Thompson, writing for the Daily Telegraph, says there will be plenty of conspiracy theories floating around cyberspace in response to the death of Polish president Lech Kaczynski and a large number of Polish VIPs in a plane crash last week.
“One of the nastier consequences of international disasters is that conspiracy theorists rush to judgment – and I do mean rush,” writes Thompson. “The fact that the president and so many of the Polish elite were on a visit to Russia will
feature prominently in the fantastic stories being cooked up in cyberspace right now. And I can say with confidence that they are being cooked up, because Poland, like most East European countries, is obsessed with conspiracies. Russians, Jews, Americans, Freemasons – they will all be blamed. Some stories will be more credible than others.’
He missed one: the international bankster cartel. Not only did Poland decline to be a victim of the bankster loan sharking operation, Poland’s central bank had the audacity to offer the IMF a loan to “help other countries overcome the effects of the global crisis,” the AFP reported on March 29, 2010. Poland was the only member of the 27-nation European Union to have experienced growth in 2009 and the IMF forecast that its economy would expand by 2.75 percent this year and by 3.25 percent in 2011.
Poland’s zloty grew by 1.7 percent in 2009, a remarkable feat given that European Union countries contracted by an average of 4.1 percent and no other EU economy grew at all. “Poland avoided eastern Europe’s worst lending binges. Kaczynski frustrated some of his opponents by being in no rush to head towards the euro party,” the Daily Telegraph reports today.
Earlier this month, Czech Central Bank Vice Deputy Mojmir Hampl said the IMF fueled Eastern Europe’s crisis to create a situation that would compel regional states to request the help from the globalist loan sharking operation. “He said that the institution, which offered emergency funds for Hungary, Lithuania, Ukraine and Romania, misinterpreted some data because they are looking for new clients as the leadership changed,” HotNews reported.
Indeed, the leadership has now changed in Poland and it looks like a pro-euro political leader may replace Kaczynski. “Polish Prime Minister Donald Tusk’s pro-euro Civic Platform party is likely to cement its grip on power in a presidential election that must now be held by June after President Lech Kaczynski died in a plane crash,” reports Bloomberg today.
Kaczynski resisted Tusk’s effort to accept adopting the euro. “Kaczynski, who over the past three years had tried to block government efforts to overhaul Poland’s debt-ridden healthcare and pension systems, was also the last EU leader besides Vaclav Klaus of the Czech Republic to sign the Lisbon Treaty, and opposed Tusk’s euro adoption goal.”
In addition, Kaczynski placed a euro-skeptic ally in charge of the central bank, Slawomir Skrzypek, who was also killed in the crash. It looks like Poland may soon join the EU Borg hive with open arms.

EUOBSERVER / BRUSSELS – The EU has quietly suspended a visa ban on rebel leaders in Moldova in the hope of reviving peace talks on one of Europe’s Cold War-era conflicts.
The decision, taken by foreign ministers on Monday (22 February), allows 16 people from the de facto government of the breakaway Transniestria region to enter the EU for a trial period of six months.
It covers rebel leader Igor Smirnov, a 65-year-old Russian former baker known as “Santa Claus” for his cheerful mien and white beard, who moved to Transniestria in 1987 and led separatists in a bloody war of independence in the early 1990s.
It also includes Vladimir Antufeyev, a former Soviet police chief who runs Transniestria’s secret service. Mr Antufeyev is widely believed to be the power behind the throne in Tiraspol and to take orders from Moscow.
Moldova’s new pro-EU government coalition asked Brussels to make the visa move. The EU’s delegation in Chisinau backed the idea, even recommending that EU ministers lift the sanctions permanently as one option.

Real list of countries on verge of bankruptcy

Let’s talk a bit about these supposedly broke governments that have been reaching insolvency, and in cases like Iceland in 2006 and Argentina in 2001, have declared bankruptcy. It seems to most, as it would to anyone not ideologically retarded, that for all the public “brokeness” going on, there is always enough money for a bailout for some big bosses. Indeed, there’s never a shortage of money (or credit; whatever you want to call it) when it comes to buying up some big boss’ bad debt, or fleecing the public purse to provide him (them) with a fat tax cut so they can “create jobs” (see: off shore, low wage).
Funnier still, there never seems to be a shortage to pay for militaries to go fight wars so the boss(es) can make (or defend) profits in somebody else’s country. Now, you might think the above quite “natural”, but down here in reality we call that a “massive subsidy.”
So, again, using their undeterred by the boss’s propaganda and threatening posture vision, it may be hard to for public sector workers to swallow making the necessary cuts to save the government budgets. It might for a bit of the old divide and rule strategy. You know the one: pit the overpaid, lazy public sector worker against the realistic, hardworking (generally non-union) worker, while the boss makes off with the big money.
Getting back to Iceland’s bankruptcy in 2008, we see that it could have been worse. Argentina had adopted neo-liberal out-of-control capitalism before they headed straight to a total economic collapse. Ecuador was swindled by the IMF to nationalized its electric utility, the electric rates shot through the roof, people had less to spend for essentials which both caused further poverty and suppressed the economy and on top of that the government no longer had the revenues so it eventually either had to cut services or raise taxes to offset this. In many developing countries, IMF and the World Bank swindled them to open their borders to subsidized US agricultural dumping which decimated their local production, making them highly dependant on food imports and on agro-industrial oligarchy (ADM, etc). Monsanto’s been polluting the world gene pool with patented crop genes. The name of the game is suppressing autonomy of local populations and making them dependant on oligarchies for vital ressources like water, energy, food, money.
Credit Suisse Declares the U.S. a Riskier Investment Than Indonesia

Amid fears that Switzerland might come to an agreement with the United States on banking privacy and tax evasion disclosures, Credit Suisse issued a report identifying those countries it determined to have the highest risks of default on their sovereign debts. Number 16 on the list was the United States, based primarily on its 2009 budget deficits and government debt.
Countries ranked less likely to default include corruptocracy Kazakhstan, less-than-reform-minded Indonesia, the debt-ridden Philippines and violence-ridden Colombia. By comparison, U.S. Treasuries prices are up today despite a new issuance this week.

Looks like Credit Suisse has jonied the conspiracy trying to undermine Spain.
Here’s a ranking of countries by perceived risk, taking into account things like current account balances, public and private debt, and CDS spreads. It comes from a note on the impact of sovereign risk on European banks, published on Wednesday by Jagdeep Kalsi, which you will find in the usual place.
Somehow the CS man has managed to rank Spain above the likes of Latvia, Ireland, Ukraine, Romania and Turkey in terms of riskiness.

If Israel succeeds in joining NATO, its regional belligerency would be backed by the collective strength of the entire alliance. Before that happens, will the Arabs react?
Israel wants to be a member of NATO. It no longer looks down its nose at military alliances. It no longer wants to stay away from Western military arrangements. It wants in.
A majority of Israelis believe NATO membership would boost Israel’s security as well as NATO’s strategic power. Interestingly enough, there has been no Arab reaction to Israel’s desire to join NATO, no Arab attempt to block the move, and no preparations to deal with its consequences.
Israel and NATO have grown closer over the past decade or so. In 2000, NATO expanded its Mediterranean Dialogue through talks with seven countries from the Middle East and North Africa; namely, Egypt, Israel, Algeria, Jordan, Morocco, Tunisia and Mauritania. In 2004, NATO- Mediterranean talks were held under the name “Partnership for Peace”. Six new countries were included in the new dialogue: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. Israel, in particular, was eager to use every opportunity the Partnership for Peace had to offer.
On 24 February 2005, Jaap de Hoop Scheffer became NATO’s first secretary-general to visit Israel. In the following month, NATO and Israel held their first joint military drills in the Red Sea. Within weeks, a flotilla of six NATO ships called on the Israeli port of Eilat. Israel (and Jordan) also took part for the first time in joint military drills held within the Partnership for Peace programme in Macedonia in the former Yugoslavia in February 2005.
According to the UK-based Jane’s military magazine, Israel’s “geopolitical position” provided NATO with a foreign base to defend the West, while NATO’s military and economic might enhanced the security and economic potential of the “host country”.
In June 2005, Israel participated in submarine manoeuvres off the coast of Taranto, Italy. At the time, US sources said that Israel was seeking to widen the “scope of its strategic alliance” with NATO in preparation for full membership in NATO. Israeli ground forces also took part in NATO drills lasting two weeks and a half in Ukraine. In 2006, Israel told NATO that it wanted to participate in “active operational efforts” conducted by NATO in the Mediterranean as part of the campaign to “confront terrorism”. Read more…
Ukraine On Brink Of New Era

Ukraine may be on the brink of a new political era as polls suggest Victor Yanukovich, the pro-Russian opposition leader, will be the country’s next president.
Private surveys already predict a victory for Yanukovich, who is competing agains Yulia Tymoshenko, the current prime minister.
Voting on Sunday follows a brutal campaign and has prompted concern from analysts that the losing candidate will not concede defeat but instead turn to the courts or street protests – similar to those which followed the disputed 2004 elections in which Yanukovych was also a contender.

Ukraine Security Service Averted Terrorist Attack In Kiev

Ukraine’s National Security Service (SBU) prevented on Friday a terrorist attack on Kiev’s Independence Square, the Unian news agency reported.
SBU chief Valentyn Nalivaichenko told the Inter TV channel that his service detained a Georgian national, born in 1968, who had TNT and electrical detonators.
Investigators suspect the man had “intended to commit a crime or organize an explosion in one of Kiev’s venues for mass events.”
The detained man had a Ukrainian passport, and the SBU is checking into how the foreign national received the passport.
Outgoing Ukrainian President Viktor Yushchenko earlier today put into force a decision of the National Security and Defense Council to enhance security measures for the presidential election’s second round slated for Sunday.
Prime Minister Yulia Tymoshenko and opposition Party of Regions leader Viktor Yanukovych will face each other in the runoff. Yushchenko received just 5% in the first round of the current vote.

Pentagon Confronts Russia In The Baltic Sea

Twelve months ago a new U.S. administration entered the White House as the world entered a new year.
Two and a half weeks later the nation’s new vice president, Joseph Biden, spoke at the annual Munich Security Conference and said “it’s time to press the reset button and to revisit the many areas where we can and should be working together with Russia.”
Incongruously to any who expected a change in tact if not substance regarding strained U.S.-Russian relations, in the same speech Biden emphasized that, using the “New World Order” shibboleth of the past generation at the end, “Two months from now, the members of the North Atlantic Treaty Organization will gather to celebrate the 60th year of this Alliance. This Alliance has been the cornerstone of our common security since the end of World War II. It has anchored the United States in Europe and helped forge a Europe whole and free.” [1]
Six months before, while Chairman of the Senate Foreign Relations Committee, he rushed to the nation of Georgia five days after the end of the country’s five-day war with Russia as an emissary for the George W. Bush administration, and pledged $1 billion in assistance to the beleaguered regime of former U.S. resident Mikheil Saakashvili.
To demonstrate how serious Biden and the government he represented were about rhetorical gimmicks like reset buttons, four months after his Munich address Biden visited Ukraine and Georgia to shore up their “color revolution”-bred heads of state (outgoing Ukrainian President Viktor Yushchenko is married to a Chicagoan and former Ronald Reagan and George H.W. Bush official) in their anti-Russian and pro-NATO stances.
While back in Georgia he insisted “We understand that Georgia aspires to join NATO. We fully support that aspiration.”
In Ukraine he said “As we reset the relationship with Russia, we reaffirm our commitment to an independent Ukraine, and we recognize no sphere of influence or no ability of any other nation to veto the choices an independent nation makes,” [2] also in reference to joining the U.S.-dominated military bloc. Biden’s grammar may have been murky, but his message was unmistakeably clear.
Upon his return home Biden gave an interview to the Wall Street Journal, the contents of which were indicated by the title the newspaper gave its account of them – “Biden Says Weakened Russia Will Bend to U.S.” – and which were characterized by the Center for Strategic and International Studies as “the most critical statements from a senior administration official to date vis-a-vis Russia.” [3]
It took the Barack Obama government eight months to make its first friendly gesture to Russia. In September of last year the American president and Defense Secretary Robert Gates announced that they were abandoning the Bush administration’s plan to station ten ground-based midcourse interceptor missiles in Poland in favor of a “stronger, smarter, and swifter” alternative.
The new system would rely on the deployment of Aegis class warships equipped with SM-3 (Standard Missile-3) missiles – with a range of at least 500 kilometers (310 miles) – which “provide the flexibility to move interceptors from one region to another if needed,” [4] in Gates’ words.
The first location for their deployment will be the Baltic Sea according to all indications.
The proximity of Russia’s two largest cities, St. Petersburg and Moscow, especially the first, to the Baltic coast makes the basing of American warships with interceptor missiles in that sea the equivalent of Russia stationing comparable vessels with the same capability in the Atlantic Ocean near Delaware Bay, within easy striking distance of New York City and Washington, D.C.
Although Washington canceled the earlier interceptor missile plans for Poland, on January 20 the defense ministry of that country announced that not only would the Pentagon go ahead with the deployment of a Patriot Advanced Capability-3 anti-ballistic missile battery in the country, but that it would be based on the Baltic Sea coast 35 miles from Russia’s Kaliningrad district. The previous month Viktor Zavarzin, the head of the Defense Committee of the Russian State Duma (the lower house of parliament), said “Russia is concerned with how rapidly new NATO members are upgrading their military infrastructure” and “that Russia was especially concerned with the reconstruction of air bases in the Baltic countries for NATO’s purposes which include signal and air intelligence radio of Russian territory.” [6] Read more…
Georgian ‘Observers’ Arrive In Eastern Ukraine To Subvert Presidential Elections On 17th January

Mysterious Georgians, all males between 25 and 45 years of age, arrive en masse to Ukraine.

In the Donetsk region of Ukraine, people are arriving en masse from Georgia. This has been reported by Olena Bondarenko, a member of the parliamentary faction of “The Party of Regions” (Presidential candidate Viktor Yanukovych’s Party, who will be running against Viktor Yushchenko in the upcoming elections on 17th January) to a correspondent of IA Regnum News at a press conference on January 15th.
A Georgian Airlines chartered flight arrived at Donetsk airport (Eastern Ukraine) on January 14th, carrying 152 passengers, all men aged 25 to 45 years. As they were being processed at passport control they initially declared they were in Ukraine as “international observers”, however after being informed by the State Border Service that Ukraine requires certification for observers they claimed their registrations weren’t completed yet and changed their reason for entry to “personal business” only.
After this the 152 men organized themselves and left the airport building. They were taken on buses to the Druzhba and Shakhtar hotels.
On Friday 15th January, Donetsk airport received notification to expect two additional chartered flights by Georgian airlines, one arriving that day (15th Jan) and one on the 19th January, and they would both have a similar number of passengers as the first plane.
It is estimated that the cost of each chartered flight (one way) is 26-28 thousand dollars.
“Why are these Georgians arriving in Ukraine now? and if they are “international observers” why have they been selected for a specific age and gender? These questions need to be answered”, said Olena Bondarenko.
Most interesting from all of this is the claim by Presidential candidate Michael Brodsky (one of 18 candidates) that he has in his possession a tape recording of a conversation between Georgian president Mikheil Saakashvili and a woman he says has a voice remarkably similar to Ukranian presidential candidate Julia Tymoshenko.

He claims this recording reveals a conspiracy to send a group of trained fighters from Georgia to subvert the presidential elections in Ukraine. He calls on Ukraine president Viktor Yushchenko, the security services and the central election commission to verify this information.

It is likely however that the claim made by Brodsky is a diversionary tactic or outright disinformation. A more feasible explanation would be a covert deal between Saakashvili and the present Ukraine president Viktor Yushchenko, who in August 2008 sent weapons and personnel to aid Saakashvili during the South Ossetia conflict.
It should be noted that the Donetsk region of Eastern Ukraine is highly industrialised and has natural resources, most notably a large coal mining industry. A large proportion of the regions populace are of Russian extraction and are orientated more towards Russia. Viktor Yushchenko has very little support at present throughout all of Ukraine (ranking 6th place now in official presidential race polls), but in the eastern region support for Yushchenko is virtually non-existent.

In 2005 Victor Yushchenko and his wife Ekaterina visited the NYC Rockefeller Center to take part in a ceremony to found the Orange Circle Public Organization. Addressing Zbigniew Brzezinski and Madeleine Albright, Yushchenko thanked them for supporting Ukraine’s ‘democratic’ aspirations. (Related link)
Intrigue aside, and the questionable claims by Michael Brodsky to have a tape recording of Julia Tymoshenko and Mikheil Saakashvili engaged in a conspiracy, one fact is clear from this report. Georgian men of military age and questionable intent have arrived in large numbers to eastern Ukraine as ‘international observers’. What will happen during the coming months in Ukraine is uncertain, what is certain is they have an international audience watching them closely.

Baroness Ashton ‘has lost control of EU foreign policy’

The Baroness, who has never held elected public office, has already been criticised for failing to stamp her authority on the EU foreign minister post
Baroness Ashton’s political inexperience has allowed the European Commission to seize control of Europe’s foreign policy from national governments, MEPs and diplomats have warned.
During a hearing in the European Parliament on Monday, Lady Ashton faced repeated questions over who was really in charge of Europe’s foreign affairs and security policy.
The Labour life peer, who has never held elected public office or a post as a diplomat, has been instructed by national governments to set up a new diplomatic corps, the European External Action Service (EEAS), to carry out EU foreign policy independently of the commission.
As High Representative, or foreign minister, a post created under the Lisbon Treaty, Lady Ashton, 53, is also supposed to preserve the control of the Council of the EU, representing national governments, over foreign policy while also being a commission vice-president.
But since taking up her post on January 1, she has been criticised for failing to assert her own authority, for basing her office in the Brussels executive’s headquarters and for using commission officials as her key advisers.
Geoffrey Van Orden, a Conservative MEP on the parliament’s foreign affairs committee, warned the commission was using the Lisbon Treaty and Lady Ashton’s dual role as a commissioner and foreign minister to undermine national sovereignty.
“The Eurocrats want to shift foreign policy away from the nation states to the commission. She is the instrument for this,” he said.
“Her whole thrust is in the direction of the commission. Her office is in the commission. It is providing the resources. Her power base is there. I would say to national governments – beware your foreign policy is at risk.”
Following the introduction of the Lisbon Treaty at the end of last year, a turf war has broken out between commission officials and diplomats over control of the foreign minister and EEAS.
Many larger EU member states, including Britain and Germany, are concerned that José Manuel Barroso, the commission president, is plotting to keep national diplomats out of senior European diplomatic corps jobs.
Mr Barroso’s decision, late last year, to remove “neighbourhood” affairs, EU foreign policy for neighbouring countries such as Ukraine and the Balkans, from Lady Ashton’s brief as commissioner was widely seen as a power grab.
Diplomats have also noted the growing influence over Lady Ashton of Joao Vale de Almeida, Commission director general for external relations, who was Mr Barroso’s closest and most senior adviser until last June. Read more…
Ukraine: Corrupt Municipality Bosses Kill Stray Animals For EURO 2012 In Lugansk

Lugansk has an airport where football fans from Europe will arrive. The fans will then be transported by bus to Donetsk stadium where the matches will be played.
Corrupt municipality bosses use this event and the expected high number of visitors to suggest that all stray animals must be killed for safety purposes and this will also enhance the image of the city it will be nice and clean and safe.
But to do this they need an allocation of money from the city. The corrupt officials then state a hugely inflated figure of strays and say they need 100h ( approx 10 euros) to kill each dog. Of course they say that this will be done humanely.
Then having received all the money from the city budget, they get together unemployed workers and send them out to kill strays by poison maybe the cost is a few Euro cents per dog (after all how much does it cost to get some cheap poison and dig a hole to bury the animals when the hole is full they just dig another one).
For every dog they kill they say they have killed ten or twenty or more. For every 100,000 euro of budget, it is estimated that perhaps 1000 euros are spent and that leaves 90,000 Euros which is stolen and shared amongst the officials.
Poland, Lithuania and Ukraine to form joint brigade

The defense ministers of Poland, Lithuania and Ukraine signed a letter of intent last week regarding the establishment of a joint military unit.
The unit, descriptively titled the “LITPOLUKRBRIG,” was a Polish initiative intended to improve ties between the Ukrainian army and its NATO peers.
“I’m greatly satisfied that this document has been signed. I’m happy that this idea, which I conceived of, is beginning to materialize,” Defense Minister Klich, who did not attend the signing, said in a statement.
The brigade is expected to number 4,500 soldiers and will be stationed in Lublin. Initial operational readiness should be achieved in 2011, with full readiness planned for 2013.
That the agreement was signed just days before a Russia-EU summit raised a few eyebrows. The Kremlin has long been vocal in its objections to the idea of Ukraine becoming a member of NATO. Ukraine is a candidate for membership in the alliance, but has not been offered a membership action plan.
The future of LITPOLUKRBRIG is not assured, however, as Ukraine’s January presidential election could shift the balance of the country’s political allegiance towards Russia.
“If pro-Russian Viktor Yanukovych becomes president, there could be problems with the project,” former Ukrainian Foreign Minister Borys Tarasyuk told Gazeta Wyborcza. “But if current Prime Minister Yulia Tymoshenko [is elected], it will be continued.”

Doctors In The Ukraine Accuse President Of Genocide

Doctors in the Ukraine have accused the President, Viktor Yushchenko, and his agents of committing genocide in a letter published on the Ukrainian website Rupor Info, sparking fears that the reports of the deaths of thousands of people from artificially created pandemics and vaccinations are true.
The doctors accused Yuschchenko of deliberately creating “epidemics” in specific regions for political reasons.
By the ploy of pandemics, the doctors say Yushchenko was able to postpone elections he would have almost certainly lost, declare martial law and remain in power as president.
The doctors who signed the letter have been forced to withdraw it.
The letter has ignited fears that many more people have died inside the quarantine zones set up in the Ukraine than the government-controlled media is reporting.
Sources in Poland are reporting that many people who are sick in the Ukraine received vaccinations.
One source reported that 99% of the people who came down with an unusually severe sickness were vaccinated.
After a vaccination with what appears to be the seasonal flu with an HIN1 virus, they became sick in 2 to 3 weeks and infected their family.
According to sources, 200,000 people in the Ukraine got a flu shot, resulting in an epidemic of sickness.
An especially severe flu gripping Poland also appears to be associated with the seasonal flu jab, with an H1N1 virus, according to the package.
Last week a woman reported thousands of people had been killed by vaccines inside closed-off quarantine zones inside western Ukraine.
WHO talks up alleged “fatal cases” of Norway’s mutated virus in press briefing

20 NOVEMBER 2009 | GENEVA — The Norwegian Institute of Public Health has informed WHO of a mutation detected in three H1N1 viruses. The viruses were isolated from the first two fatal cases of pandemic influenza in the country and one patient with severe illness.
Norwegian scientists have analysed samples from more than 70 patients with clinical illness and no further instances of this mutation have been detected. This finding suggests that the mutation is not widespread in the country.
The virus with this mutation remains sensitive to the antiviral drugs, oseltamivir and zanamivir, and studies show that currently available pandemic vaccines confer protection.
Worldwide, laboratory monitoring of influenza viruses has detected a similar mutation in viruses from several other countries, with the earliest detection occurring in April. In addition to Norway, the mutation has been observed in Brazil, China, Japan, Mexico, Ukraine, and the US.
Although information on all these cases is incomplete, several viruses showing the same mutation were detected in fatal cases, and the mutation has also been detected in some mild cases. Worldwide, viruses from numerous fatal cases have not shown the mutation. The public health significance of this finding is thus unclear.
The mutations appear to occur sporadically and spontaneously. To date, no links between the small number of patients infected with the mutated virus have been found and the mutation does not appear to spread.
The significance of the mutation is being assessed by scientists in the WHO network of influenza laboratories. Changes in viruses at the genetic level need to be constantly monitored. However, the significance of these changes is difficult to assess. Many mutations do not alter any important features of the virus or the illness it causes. For this reason, WHO also uses clinical and epidemiological data when making risk assessments.
Although further investigation is under way, no evidence currently suggests that these mutations are leading to an unusual increase in the number of H1N1 infections or a greater number of severe or fatal cases.
Laboratories in the WHO Global Influenza Surveillance Network closely monitor influenza viruses worldwide and will remain vigilant for any further changes in the virus that may have public health significance.
